Hi caspeguar. I believe that the inelastic infill panel element is more appropriate for modeling frames which are built first, then infilled with masonry panels.
It is my understanding that confined masonry behaves more like shar walls than diagonal struts.
For a fairly good reference on confined masonry behavior, you might wish to examine the following link. You might be able to deduce some modeling tips from this document which would apply to SeismoStruct.
