Can't get expected results in pushover analysis

Hi
I’m running a pushover analysis to obtain the base-shear–displacement curve for a simple frame model. However, the base shear results are nearly 50% lower than expected. When I artificially restrain the node rotation about the RY axis (which I know is not correct), the base shear increases to the expected values.

I’d appreciate it if someone could review my model and help identify what might be causing this issue.(model in link below)
