Confinement Factor for USCS Full-Scale Bridge Pier

I'm using USCS Blind Prediction Contest Full-Scale Bridge Pier in my work. I see that the confinement Factor for the pier has been set at 1.2 (and not automatically calculated by the software). The model is available in Verification Report Models Ch4-blind-01. Can anyone explain why the confinement Factor in this case has been specified to be 1.2 and not auto-computed by the software. Your response will be appreciated.

The model was created some years ago, when the current release with the automatic confinement calculation was not available. The model was sent to us by the winning team, and was left unchanged in the current release.
