I suggest a review of the SeismoStruct Help System. In particular, look over the section in "Theoretical background and modelling assumptions" --> "Material Inelasticity".
The above section will give a great overview of the inelasticity treatments, both distributed and concentrated (see Item #2 under Notes at the end of the referenced Help System section).

can i use infirmFB eleman for create plastic hing . and check IO ,LS, CP in fema 356 by performance criteria(frame element chord rotation)?

Yes, behroozeng, that is correct. Elements of type infrmFB, unlike elements of type infrmDB, typically do not require element discretization to achieve an accurate solution so that by the proper post-processing, chord rotations may be determines rather easily.
This is actually covered in the SeismoStruct Help System as well. In the Table of Contents, look under the "Element Classes" section. And for additional information you can get several hits by doing a forum search on 'chord rotation'.
