Hi,
SeismoStruct takes into account the effects of the transversal reinforcement by means of a confinement factor associated to the RC section. This factor is defined in the materials menu (e.g. material type:con_cc). It is also possible to define the concrete model with variable confinement (con_vc). You can find more details in the help system.
Circular sections (or other section shapes) can be defined in the menu section/section type.
