I would like to know about the design of dowels that connect the old and new concrete in cases of jacketed members. Therefore, I would like to know how the demand and the capacity of dowels are computed. What are the references? Is the concrete contribution ignored?

The values for the calculations for the dowels are calculated according to expression from the Greek Interventions Code (KANEPE) which is the only standard worldwide (that we know of), which provides an explicit methodology for such calculations.
The concrete contribution is ignored in the transfer of forces between new and old concrete.
