We are not sure it is possible to mobilise much concrete confinement in a hollow section, but you may obviously carry out a literature search on the subject.

2. "Flexural Strength and Ductility of Circular Hollow Reinforced Concrete Columns Without Confinement on Inside Face", ACI Structural Journal, Vol. 87, No. 2, March/April 1990, pp. 156-166.
In these references it is noted that the inner hoop actually has a negative confining effect upon the section and that many cross-ties are required.
