How to change the unit of grid step in custom section. Currently, they have shown only 1cm for each step. Can I adjust to mm?

The Unit in custom sections is centimetres when SI units are selected and inches for imperial units. You may modify the grid step by selecting the Edit Grid Step button, available on the right side of the define custom section window.

That's mean drawing in millimeters unit is not available right?

Yes, that's right. The minimum grid step that you may use is 1cm.
