i have been informed that the strains and stresses of stress points (fibers) are calculated before stress recovery, and have the same value at load factor of 0.00 for all integration sections. Can anyone explain me what is meant by stress recovery?

Stress recovery is the method to simulate the exact M,Q,N action effects along the length of the member in the case of distributed loads. All FE programs can model directly only nodal loads. Stress recovery is a way to model distributed loads that cause parabolic bending moment diagrams.
However, note that such questions are outside the scope of this forum, which is for the use of Seismosoft's applications.
