how to find the target displacement point in the seismostruct in order to find the performance level of the building?

When you run a Pushover analysis, you should select the "Calculate Target Displacement" check box in the Target Displacement module of the Pre-Processor. Then the Target Displacement is automatically calculated for the selected limit states.
