I am asking if it is possible to model partially grouted reinforced masonry shear walls buildings using SeismoStruct

No, there is no partially grouted masonry section in SeismoStruct.
The current masonry sections can model either reinforced or unreinforced masonry walls or spandrels.

Can I model it using Infilled Frame option ? can this give good results?

No, the infill panel element is good only for modelling infills. Not for loads bearing masonry walls.

As the masonry element type only allows rectangular sections, I don't know how I can represent the partially grouted section, as the grouted and ungrouted parts have different sections (thicknesses) and materials.

Does anyone have an idea how to do it?

You can model the two different parts of the wall with different elements and then connect the two ends of each element with each other using rigid links to make them work together.
