Dear uğur oflaz,
As it is written in SeismoStruct's User Manual: "The inelastic displacement-based frame element type (infrmDB) is suggested to be employed for short members, a choice that improves both the accuracy and the stability of the analysis.".

Hi uğur oflaz. I suggest a great deal of benefit could be achieved by going through some of the verification example models (included with the installation) and the User/Verification Manuals. Best of luck in your work.
