How can be modeled a viscous-elastic velocity-dependent damper without using the dashpot?

As discussed in the Help System (Element Classes -> Damping Element), in particular in the Notes at the bottom of the page, you should use 'Link' elements (with an appropriate response curve, e.g. 'bl_kin' for steel hysteretic dampers) to model non ground-fixed dampers.

Producers of damping devices provide the response curves of such devices under typical velocity ranges (i.e. values of velocity that one normally observes during an earthquake), exactly so that one may then model the effect of such dampers through the use of a link element.
