I am modeling an RCC column in Seismostruct. How can I apply an eccentric load on my column (Static time history displacement)?

If your intention is to apply an eccentric vertical load, an axial load in combination with a moment about the appropriate axis would work. If you are trying to apply an eccentric mass, then a rigid link offset from the column note or a lumped mass in combination with a rotary inertia should work.
