The Unit in custom sections is centimetres when SI units are selected and inches for imperial units. You may modify the grid step by selecting the Edit Grid Step button, available on the right side of the define custom section window.

Rack element has no fiber section.
In rackH element you may define moment rotation curves at the ends, but there is no interaction between the bending moments at the two local axes.
