SeismoSignal has the capability to detect pulses in a record. To my knowledge, there is no capability for adding a pulse. Based on my experience, buckling of the tube in CFT construction generally constitutes a limit state beyond which additional loading is unacceptable. You could specify "Stop" rather than "Notify" in the performance criteria if you want the analysis to cease once the tube buckles....

I would suggest a literature search to determine the strain at which CFT buckles locally as a function of the D/t ratio. You could then manually specify a performance criterion which notifies you that the strain has been reached.

You could assign a very small tensile stress/strain limit to the concrete. Or, you could perform a section analysis to determine the cracked moment of inertia using elastic elements. It really does depend on the type of analysis you are going to perform and the results you wish to capture.

As indicated in the Help System and references, the infill element is that "developed and initially programmed by Crisafulli [1997] and implemented in SeismoStruct by Blandon [2005], to be used (almost exclusively) in association with the infill panel element".
