In particular, I'm looking to scale the whole spectra linearly, so that the spectra between 0.2T1 and 1.5T1 are equal to, or exceed the code defined spectrum. I can give this a go with Excel and SeismoMatch anyways. I know it can be done if I make my own script in Matlab, but it kind of ...

I would like to recall this discussion, as I am also interested in using SeismoMatch to simply scale --- a very common practice with ground motions, in order to scale to code defined response spectra.
