In the case of the nonlinear concrete model of Mander et al., which relation (rule) is used in SeismoStruct to estimate the modulus of elasticity ?

The relation is 4700*Sqrt(fc), fc in MPa.
Note however that this is the recommended value by the program, the modulus of elasticity is an input parameter (see Materials module) that can be changed by the user.

Would using for example the relation of EuroCode 2 (22 * [(fc / 10)] ^ 0.3) be reasonable for this model ? knowing that it would give much more important values

We have not checked it and we do not know if the EuroCode 2 expression is suitable to the Mander model. Note that, altough by default the modulus of elasticity is calculated according to the expression of the authors in the paper of the model, you can check things yourself by changing the Ec value in the Materials module.
