shear capacity automatic calculation

dear all;
after i saw unexpected behavior of 4 story RC building under conventional pushover, i check the shear capacity using the performance criteria section on per-processor module. i found that many elements reached the shear capacity even before running the analysis.
so, i make a hand calculation to be sure that the building is suffering from shear. and what i found in that the calculations are not matching with the automatic values.
since the shear strength comes from both the section geometry and shear reinforcement, i observe that the automatic values are closer to the latter one.
Vn=Vc+Vs
Vc=0.17(25)^.5(bwd)
Vs=Av(420)(d)/s
